Address to the President

Dear Vladimir Alexandrovich,

We ask you to consider giving the Odesa Fine Arts Museum the status of a national cultural institution in Ukraine.

There are currently no national museums in the Odesa region and southern Ukraine. At the same time, the collection of the Odesa Fine Arts Museum is not inferior in importance to the collections of museums from other regions of the country that have this status. The Odesa Fine Arts Museum is already one of the main tourist magnets of the region. During the years of Alexander Roitburd’s directorship, this institution became a center of public life and a cultural hub not only for the people of Odesa but also for the people of the whole country.

Over the past three years, the team of the Odesa Fine Arts Museum, led by prominent Ukrainian artist Oleksandr Roitburd, has been able to prove that even one person can change a state institution and save it from decay if it has a dream. Alexander has always dreamed that the Odesa Fine Arts Museum could become one of the main centers of attraction in the city for Odesa and tourists.

Today, the OFAM is the only museum in Ukraine that systematically presents the history of Ukrainian art from the 16th century to the present. The 20th-century art exhibition, which Alexander Roytburd completed a few weeks before his death, emphasizes the price Ukrainians have paid for their freedom and independence. The exhibition tells not only about art but also about the formation of national consciousness.

A community of patrons and the public has formed around the museum, which helps to develop the institution to preserve our cultural heritage and heritage.

This museum not only meets all the parameters listed in the Decree of the President of Ukraine on the Regulations on the National Institution (Institution) of Ukraine but also succeeds in such modern criteria as the most significant number of subscribers on social networks among all museums in the country: monthly audience reaches more than half a million Ukrainians, 60% of whom are outside the Odesa region.

Alexander Roitburd devoted the last years of his life to the struggle for the Modern Museum for the Modern Country: he fought against bureaucracy and outdated methods of governance. On October 14, 2021, Alexander Roitburd would have turned 60 years old. He believed that under your Presidency he would be able to convey to Ukrainian society the value of Ukrainian museums and their significance for the state, despite the imperfection of the legal framework.

We consider it extremely important to recognize at the state level the changes that have taken place with the Odesa Fine Arts Museum, as a sign that successful development of the state cultural institution at the national level is possible in modern Ukraine.


1. To grant the KU “Odesa Fine Arts Museum” status as Ukraine’s national cultural institution.

2. Include the new museum in the List of National Cultural Institutions, for the employees of which an additional coefficient of salary increase is applied when determining salaries, which is contained in the appendix to the Resolution of the Cabinet of Ministers of Ukraine № 413.
